The other four are planted on the south side of my home; this one is on the west side, with full northern exposure. It doesn't look like fireblight.
One of my five Bradford pear trees is not leafing out. It lost leaves early last year, too. What is this?

It sounds like something is happening at the roots. Is the trunk damaged? thus preventing sap flow? Is ther ample room for the tree roots to be free from compaction? Too much water? Too little water? You can do a local soil test around the tree and you can also do a biopsy. Call your local County Extension office. The soil test is about $6.00 (cheap). Your tree will not tolerate this to keep happening, you need to solve the problem this year.
