I am 24 years old weigh 118 and I have a small frame but a big butt and thighs. I take ballet and walk every day and even when I was regularly excercising it didnt seem to do much. Also, the fat on the sides of my thighs sometimes hurts and always throbs when I excercise or do a lot of walking. Is that normal? I'll take any advice for these thighs of mine from diets, to excercise to even recommended pills.

To pain no gain.... that's the truth.
Try doing weight training. Doing only cardio will only do so much for you. Unfortunately you can't really do any exercises that will allow to lose weight in one target area, all you can do is tone.
Be grateful you have shape and not a skinny body of a 12 year old boy like a lot of girls now days are trying to achieve.
