Do you insist that it be Canadian? With web hosting you can usually go with a US company across the border (like Chicago) and get a host with PEAR service.
But if you insist on one in Canada you could try the link below. They are out of Toronto. I am sure they can setup PEAR for you since they pretty much setup everything else. They also offer linux or windows hosting.
